  • Lee Ann Gilbert

    Borough Mayor

    Mayor Gilbert has served the Borough for more than 18 years.  She was previously elected as the first female President of Borough Council and has been elected as the first female mayor in the history of the Borough of Emmaus!

    Mrs. Gilbert is no stranger to the Police Department or public safety.  Mayor Gilbert is married to a retired State Police Officer.  She also spent part of her working career working in a District Magistrate’s office.  During her tenure on Borough Council, she served as Chairwoman of Council’s Public Safety Committee for many years and had a very close working relationship with the Police Department.

  • Shane Pepe

    Borough Manager

    Shane has worked in municipal government as a manager since 2006.  He was hired as the Emmaus Borough Manager in 2012.  He has a Bachelors of Business from Seton Hill University, where he graduated in 2003, having majored in Human Resources, Marketing, and Healthcare Administration, minoring in Accounting and Finance, and earning the President’s Award for Service.  He earned his MBA from Bloomsburg University in 2013, where he received the honor of Beta Gamma Sigma for being among the top 10% of MBA students in the nation.  Shane was also awarded with the Greater Lehigh Valley Chamber of Commerce Borough Manager of the Year in 2016.   Shane’s job is to manage the day to day business of the Borough, as he serves as the Borough Manager and Chief Administrative Officer for our local government, overseeing the overall function of our operations.

  • Chad Balliet

    Councilman

    Chad is the newest elected member to Borough Council.  Since 2004, he and his wife Heather have called the Borough of Emmaus “home.”  He and his wife own South Mountain Cycle & Cafe in the downtown and understand very well the give and take needed to run a successful business.  Chad is strongly rooted in the community and looks forward to helping the Borough grow and progress into the future.  He and his wife are also happily raising the next future Green Hornet, their young son, Melvin.  Melvin is Chad’s pride and joy!  In his free time, Chad enjoys spending time in the outdoors.  Chad looks forward to serving the community.

    John W. Hart

    Councilman

    John recently retired as Senior Vice President of medical operations after a distinguished career at a large local healthcare network.  John has given back to the community with extensive involvement in charitable community board service including board chair positions on both local and state boards. He and his wife Kathleen, a retired reading specialist teacher, are 40 plus year residents of the Borough having raised two adult daughters.  Both daughters continue to be Green Hornet fans with their families living in and just outside the Borough. John states that Council membership is his opportunity to give back to the community he loves.

    Shana L. Baumgarnter

    Councilwoman

    Council Member Shana Baumgartner was sworn in January, 2018. Her 20+ year career in education began in the classroom, teaching secondary English, English learners, and reading intervention, before transitioning into educational publishing. Council Member Baumgartner cares deeply about the safety and well-being of Emmaus residents and the future of Emmaus youth.

    Teri Sorg-McManamon

    Councilwoman

    Teri was appointed to Borough Council in January, 2018 and serves as Chair of the Community Relations, Planning and Development Committee and is a member of the Health Sanitation and Codes, and Public Works Committees. A graduate of Florida Southern College with a B.A. in Business Administration, Teri has 30 years experience in advertising and marketing in the publishing industry. Living, working and volunteering in Emmaus for 27 years, Teri received the 2014 Emmaus Volunteer of the Year Award and currently serves on several Emmaus organizations. Teri is passionate about our Borough and ensuring we retain its beauty and historic legacy while making continuous improvements in infrastructure, services, and practices for the future

  • Roy D. Anders Jr.

    Councilman

    Mr. Anders has served on Borough Council since 2014 and has been a very active member of our community for many years, most recently having served as a long-time board member of EYA. Mr. Anders has been married to his best friend Jennifer since 2001 and has three children he is very proud of. Mr. Anders serves as the regional manager of Premium Retail Services, where he manages work teams across the eastern half of the country. Mr. Anders graduated from Phillipsburg High School, but has spent most of his life in the Lehigh Valley and Borough of Emmaus. When Mr. Anders is not working or fulfilling his civic duty as a Council member, he truly loves to spend time with his family, spending many weekends at softball tournaments and family outings, as his children are the center of his universe.

  • Chris DeFrain

    Chris DeFrain

    Council Vice President

    Chris graduated from Emmaus High School and Muhlenberg College. He joined Buckno Lisicky & Company, Certified Public Accountants in 1998 and received his CPA license in 2001. He was promoted to Shareholder in 2005. He joined Lehigh Valley Restaurant Group in 2009 as their Vice President of Accounting and Restaurant Support and eventually became their Chief Financial Officer.

    Chris is a member of the American Institute of Certified Public Accountants (AICPA) and the Pennsylvania Institute of Certified Public Accountants (PICPA). He is also a Board Member of the East Penn School District Education Foundation.

    Chris resides in Emmaus with his wife and children.

  • Brent A. Labenberg

    Council President

    Brent Labenberg has served on Borough Council for over 20 years, as is serving his 6th term on Council. In 2016, he was selected by his peers to serve as Council President.  Mr. Labenberg is a lifelong resident of Emmaus (5th generation in Emmaus), graduating from Emmaus High School in 1983 and has spent the majority of his life serving our country and community. Mr. Labenberg is a veteran of the U.S. Navy, where he served on the USS Forerestal CV-59, and has been a chef for Phoebe Homes for over 31 years. He has been married to his best friend, Paulette, since 1995 with whom he has three college-aged children whom he is extremely proud of. He has owned his DJ Dutch business for over 30 years, is an avid trail runner, and a huge Green Hornet fan! What’s next for Brent, as he likes to say, “only time will tell”.
